Trim test configs, add new tests

The configurations used by the DTD unit tests have been trimmed,
stripping out parts that do not contribute to test results.

Two new tests were also added, both testing to ensure that a tool
is reported to not have any default destinations *or* rules if its
only default destination is invalid, and it has no rules.
