The activity bar settings popper (opened by right clicking the activity bar) is hidden behind the left panel (this is recent, doesn't happen on main (8ae1db1c9e946de9baa2b34a8b5c12b6c3d54484)

Steps to reproduce the behavior:

  1. Right click activity bar
  2. The popper is hidden behind panel

As discussed in UI/UX meeting, we might consider dropping this popper entirely and placing these settings either in a settings side panel or in the user preferences section
