[23.2] Install newer celery on python 3.8+ #17309

Latest celery fixes exception reporting on Python 3.11, but doesn't work on Python 3.7. I'm only adding this to {pinned,dev}-requirements.txt. When merging forward we can drop the 3.7 dependencies.

How to test the changes?
