Make new release in time for GAP 4.10

• set up Travis CI
• set up Codecov
• set up new webpage
• publish new release
• redirect package update system to the new webpage
• Update current webpage http://www.maths.qmul.ac.uk/~lsoicher/grape/ to point to the new one which is https://gap-packages.github.io/grape/

You can now see that the standard test of GRAPE passes in the master branch of GAP when GAP is started with default packages loaded + GRAPE: https://travis-ci.org/gap-packages/gap-docker-pkg-tests-master-devel/jobs/445213889

https://github.com/gap-system/gap-distribution/blob/master/DistributionUpdate/PackageUpdate/currentPackageInfoURLList now points to the new URL for GRAPE. The new release will be picked up during the next scheduled check for package updates (tomorrow morning).
