Cleanup scheduler.alpha.kubernetes.io/critical-pod annotations

Fixes #kubernetes/kubernetes#79548

Release note:

scheduler.alpha.kubernetes.io/critical-pod annotation is removed as pod priority (spec.priorityClassName) is used instead to mark pods as critical
