This targets the dashing branch, which was branched off #41.

We'll start porting the work on https://github.com/osrf/ros2_ign to this repo.

Port travis to ROS 2, migrate metapackage and migrate just the boilerplate for the bridge. Ignoring the other 3 packages until we're ready to port them.

Also bumped the package versions to 2.0.0 to leave the 1.X.X series reserved for ROS 1.
