Support new DwC terms (dwc:vitality)

I'm working with a dataset of wildlife strandings, I just found that the vitality term was adopted I tried to update our strandings dataset but while mapping the Occurrence Core there wasnt a Vitality term on the IPT.

Maybe there is another Core in which this term should be mapped?

As far as I know dwc:vitality is not yet supported by GBIF.

The IPT definitions have not yet been updated to contain the 2023 changes of DwC. I can't see why this should not be done immediately so they become available in IPTs even if GBIF doesn't support all new terms yet.

There apparently is an open pull request to do so: gbif/rs.gbif.org#111

So what is the right way to ask for the pull request to be approved?

If it helps to know, we're preparing the GBIF UAT environment now to support all terms and we'll prepare some test datasets to verify everything works. That will remain in test for around 4 weeks because we're heading into a very busy time with TDWG and the GBIF governing board, and because it includes changes to the date range interpretation . In early November, we anticipate GBIF.org and IPTs being fully up to date with the latest DwC.

It may be possible to release the IPT schemas to production earlier, but we need to verify if those changes will not break anything in the existing GBIF ingestion.
