Accept-Language header and general language query modifier

Should an Accept-Language header be respected or should it be ignored? Can a general choice of languages be made with a query modifier language? The Accept-Language header is typically sent by every web browser. A lang parameter may be controlled better. If both are supported language should override Accept-Language.
