Potential is the dimension of variable presence/absence of a specific element in a specific context, either indefinitely or across a period of time.
Active elements are always members of any (accurate and comprehensive) set of potential elements within a specific sub-context, such as an exclusive period of time. However, many potentials aren't present, and present elements aren't always active. For example, a potential element may be inactive right now but become active in the future.
