Let's not, though ;)
The Python team has asked us try to get rid of 2.7 while bumping. This package doesn't have any revdeps, so it's amongst the easiest to drop python2.7 already.
You have 6 version with ~ keywords. Would it be time to clean some old versions from the tree as well? (as a separate commit though)

Regarding stable, no, you can't just submit a PR for that. There's a process: https://wiki.gentoo.org/wiki/Stable_request basically, it has to be in tree without bugs for 30 days then you create a bug asking for it to be stabilized. |
Let us know if you need help making the stabilization bug. |
new upstream version, add support for python3_8, keep python2_7 for now as long as maintenance releases for 2.7 are still to come..
