need to orchestrate the workflows around how content is ingested and made available

stages

img pre-filtering: de-dupe, banish check, visual review, additional banishment
video pre-filtering: length filter (filter_long.sh), file validation (corrupt/incomplete?)
img ingestion (ingest.sh)
video ingestion: short, long content separated (ingest.sh)
rebuild combined links directory for vlc to use (combine.sh)
