[meta] Admin Dashboard outside of Mastodon

As reported on #983, different backends do not support every admin endpoint. We need to test the admin dashboard on them and find the best way to display whatever's possible to.

@xabirequejo just to keep you up-to-date, the first blocker was https://togithub.com/superseriousbusiness/gotosocial/issues/3115 which got fixed recently (Thanks Vyr!)

But there are some other issues with the API which will need more thorough investigation individually to fix. However, after the mentioned fix above, the tools should be somewhat usable!
