We need to re-enable timers in the code.

Please re-enable caliper implementation, and update such that it is portable across platforms.

Should we embed this in our RAJA abstraction layer? I think that's an approach some take, I can ask around.

It makes some sense to do that. Just wrap everything with a #ifdef USE_CALIPER preprocessor block.
