There is currently a nuspec file for the GitHubReleaseManager.exe, which will ultimately be a Chocolatey Package, but I think we should have one for the GitHubReleaseManager.dll, which could be used directly within other applications as well. For example, the ability to print out the Release Notes for the entire project will be consumed with the ChocolateyGUI application.

- So that we can ship both a Chocolatey Package and Nuget package, let's
have a nuspec file for the DLL and a nuspec file for the exe.
