Use badges to reflect data governance status of atlases (or datasets?) in Synapse

Based on proposed scheme here: https://docs.graybrcaatlas.org/governance/data-access. There will be others who are interested in some of the data. Data access can be confusing, thus using some sort of badge next to the dataset will help with communicating how open the data is/how many hoops to get at the underlying data.
