Check and revise portal filtering and other logic when atlas and research team is not 1:1

In HTAN, one institutional team => one atlas. In Gray, we can still have teams produce atlases. In the first funding cycle, it is indeed 1:1. However, since there is more focus on collaboration/team science, the same teams are now working to produce a new collaborative atlas. So an atlas can be product of multiple teams, and teams can work on multiple atlases.
