Issue with ABI mesoscale images at 30 s interval #1

This is a reminder to accomodate the package to deal with mesoscale images.
Possibly, do not truncate time resolution to minutes, but rather define temporal filtering of files by sensor and sector.

Approximate start_time/end_time values to 00 and 30 seconds
