Go through each deadline get all partitions
Merge partitions into one bitfield
Merge bitfield into uint64 array
Sample the uint64 array to get a subset of bitfield
Get all sectors
Run sectors through algorithm
Accumulate average recovery rate per sector
Interpolate based on initial pledge
