Make possible to enable and disable Tor Onion Services per tenant

Describe the solution you'd like
To avoid the system to maintain unused Tor cache, this request is about introducing a flag to toggle Tor for every tenant, in the Tor backend panel.

I think we could easily add a Disable / Enable button in the Tor section in order to disable the Tor Onion Service per tenant and leave up to the administrator decide to have a Tor onion service per Tenant or to just use the general Onion Service on the root tenant in combination with subdomains.
