Apparently using a mirror URL without a port (e.g. http://deb.debian.org/debian) works...

I don't think the port is the issue, I do this all the time. However my usual URL to benefit from apt-cacher-ng is more something like http://10.0.2.2:3142/deb.debian.org/debian.

Note that during the build, you're inside a QEmu guest, hence here I use 10.0.2.2 to reach the host from within the guest.

See also #109, that would be great to be able to use http_proxy for this purpose as well

Yes you are right, it is not the port and hard-coded IP address helped.
However this is a problem as deb.debian.org resolves successfully therefore my local DNS is not used. To me this is incredibly inconvenient because I can not use hard-coded IP address of APT cacher which is running in the cluster of several nodes with dynamic IP and service discovery. I have to refer to it by its DNS name...
