web端折扣bug #757

复现步骤:
1.点击设置 , 2.添加集群 ,3.在折扣这里输入没有进行相关限制 ,可以输入一个无限大的数字 , 也可以输入负数, 输入负数的话需要先输入 0 然后点击最右侧的上下的小按钮就会成为负数

期望 : 折扣值应该在 0-9.9折
