Tartufo 3.3.0 container fails to run

Attempting to perform scan using tartufo container fails with reference to missing library.

This appears to be due to the base python:3-slim container rolling from python 3.10 to python 3.11, which is not compatible with the specific support libraries utilized by tartufo. The container should be rebuilt using a python 3.10-based image.
