Tracking issue to turn down vcs-test.golang.org and delete its code from x/build. (See #27494 for more context.)

Needs to wait for Go 1.19 to stop being supported, that is for Go 1.21.0 to be released, so that only release-branch.go1.20 and newer are actively tested. The commit message in CL 427914 notes that this has been tested ahead of time, so hopefully it'll be a smooth shut down.

The deathclock test started to fail, woohoo! Unfortunately because of
early thaw, it's failing at tip before we can actually turn down this
service since Go 1.19 is still supported for a bit longer.

File a tracking issue and extend time on the deletion deathclock. :)

This was waiting on #62076. Now that the off-cycle Go 1.19.13 release is published, I think this is unblocked.

This isn't urgent and probably a good task for someone who's on interrupts and has time to pick it up.
