[BSv5] Footer link icons: use text color #1547

Followup to Fix link text and hover color contrast for all bgs #1525
Ensures that the footer icons have the same color as the footer text, rather than the color of links (of .td-box--dark).
There is no change in the site's footer's appearance for the User Guide. (It does make a difference for the OTel website though.)
