User report: "Thank you very much for making Noto Serif JP with the ttf format. Now, to get to the main topic, I am posting this message because I cannot use U+5CB8 “岸”. This character is often used in primary education and for proper nouns, so I would be grateful if you could make it compatible."

This was addressed in the recent Serif 2.003 update which will take some time to roll out everywhere.

The tracker for this Noto Serif v2.003 update is #7998. We have this in the queue for onboarding during Q3. Simon is aware.
