Input mode doesn't change when "ALT" + "カナ/かな・ローマ字" are pressed. #46

What steps will reproduce the problem?
1. Launch mozc (press "半角/全角・漢字")
2. Check the input mode.
3. Press "ALT" + "カナ/かな・ローマ字".
4. The input mode doesn't change.

What is the expected output? What do you see instead?
The input mode should be changeable when "ALT" + "カナ/かな・ローマ字" 
are pressed.

What version of the product are you using? On what operating system?
0.13.464.102

Thanks for the report.

The issue is caused by a change for http://crosbug.com/6226 (see the comment 
#4).
I think we can fix the issue in the next release by reverting the change.
