Deterministic Encryption in the Go library would be great.

Sure.

After 1.2.0 launch, which will happen very soon, we'll resume working on Go. 1.3.0 will provide Go with deterministic encryption :-).

Go now supports deterministic AEAD (cf. https://github.com/google/tink/releases/tag/v1.3.0-rc1)
