storage: mark "MULTI_REGIONAL" and 'REGIONAL" StorageClasses as deprecated #1501

Coming here from @JesseLovelace's suggestions on CL https://code-review.googlesource.com/c/gocloud/+/42671/5#message-7828fc85f1b1bc42c2f0e69833c0e008e440a580 that requested that we mark "MULTI_REGIONAL" and 'REGIONAL" StorageClass as deprecated. This is a tracking issue to also request more documentation/reference on Google Cloud Storage docs if possible.

As per CL https://code-review.googlesource.com/c/gocloud/+/42730 seems like there is a bit of confusion with when to mark as deprecated.
For posterity and parity with other languages:

marked those fields as "Deprecated". I shall update that CL not to use
"Deprecated", but whenever we've sorted that out and need to properly mark them
as deprecated please ping again.
