Detectives can scan the Port-a-brig with the PDA and lock/unlock it even though they have no PDA program for it.
Either to make Detective PDA's have the portabrig program or not have access to it at all, since the detective can roll traitor and it doesn't really make sense. Detective is mainly RP/Investigation, not just a security officer with more toys kinda thing. In my opinion, that is

I think the detective can lead interrogations, and in that context the port-a-brig unlock access without having a remote control makes sense. If they had the remote at roundstart, antag detectives would be stronger (not that it's hard to get the remote, but it does require some effort right now)
