Can't submit PDAs as Spy/Thief

Description

I have tried clicking, clicking and dragging, dropping on the floor and clicking/dragging, but I can't submit a PDA as a spythief. The objective was a Security PDA, in Engineering Storage, on Nadir.

Steps to reproduce

Be spy/thief
Try to submit PDA (Maybe only in certain areas or with certain PDAs?)
Fail

Expected Behavior

Get a cloaking generator, in this case
