There are a number of commits in the 5.x release that would be good to incorporate into govCMS. One hook for instance that we can remove from govcms_zen is now in there https://www.drupal.org/node/2198637

Zen is now up to a 6.4 release

Major releases present possible upgrade issues. So I'd be hesitant to leave 5.x. As far as efforts in theming go, I'd advocate for movement behind the transition to bootstrap over zen.
