DRAFT: Delegate functionality gradle/actions/setup-gradle

With the release of v3, we plan to release gradle/actions/setup-gradle in parallel, as the preferred replacement for gradle/gradle-build-action. These actions will be versioned identically, allowing for easy migration.

This PR makes gradle-build-action a simple composite action that delegates to setup-gradle.
