Add top level dashboard links to other dashbords, and have dynamic links based on dashboard search (tags, query, etc).

Navigation links based on dashboard search tag, either as discrete links or as dropdown.

Manual links:

Lots of options here, like tooltip, title, icon, target (new window, etc), whether to include current time range (in grafana fromat from & to params), whether to include current template variable values.
