What is this feature?
Reverts #71598 for 10.1.x.
#71598 has already been reverted for the main (#72608), but it's a big revert, so instead of backporting all of it, only backport the fix for provisioning.
Why do we need this feature?
Enterprise provisioner does not run on 10.1.x.
