When I use t v to set timerange on some dashboard, then it shows default timerange after refresh
It should not change timerange after refresh

Fix: add support for timestamp format generated by timerange copy

Timerange copy generates `from` and `to` properties that look like `2001-04-03T03:02:09.010Z`, which was previously not supported. fix grafana#86969
Successfully merging a pull request may close this issue.
