99 Idle Detection

- Bring up the decision window for UEX for 15 mins
- If there is no response the user might be away from their desk or not even with their computer
- After 15 mins have the window disappear and defer for 2 hours.
- Repeat this up to 3 times
- After 3 times if they still haven’t acknowledged the UEX then * take away a postpone
