Currently blocked on Accepting a nicer solution to bazelbuild/bazel#270 if it's timely.

@jayantkolhe Making this work externally isn't required for Beta. It depends on a Bazel BUILD file being publicly available for OpenSSL, which is a can of worms. I've tested it on my machine with a precompiled OpenSSL and it works though.
