Don't continually re-create the cipher object in bounce.rs #8

The cipher object can not live between calls to await.

See if there is a way to not have to continually recreate it. Perhaps it can be placed inside an Arc?

This is not possible, as the nonce is set when the cipher is created, and the nonce should very with each process
