I'm using the Home Assistant integration and I was hoping that Home Assistant would be able to receive link activate/deactivate commands from a UPB switch, but that does not seem to be the case. I previously used HomeSeer and was able to use UPB link commands and some rules to control non-UPB devices from my wall switches. Is there any way to achieve this with your Home Assistant integration?

It's supported. See docs https://www.home-assistant.io/integrations/upb/#events.
