more details:
The sidebar/top filter bar aren't sticking because the parent changed from the page to a tabpane. If we change the tabs to (possibly customized) buttons/radio buttons and make it part of the top sidebar, the parent can become the page again. Otherwise I'm not sure how possible it is to make them stick with just CSS if we keep them as tabs.
