There were two issues with coverage:

bars were being rendering incorrectly when there were undefined bins before a bar
max coverage was set to the max of the whole chromosome, making it hard to see coverage in regions with low coverage

Coverage decreased (-0.06%) to 91.299% when pulling 1bb6085 on akmorrow13:fix_coverage into 32e2dd9 on hammerlab:master.
