This is my solution.
I use your source code add as module in maven project.
And change application.yaml for Base App like this

Result, this controller in my plugin successfull can access on Browser.... Thank's 👍

sbp has been released to mvn central: https://mvnrepository.com/artifact/org.laxture/sbp-spring-boot-starter

I guess this could be your network issue or mvn repository config issue...
