Update the google_vmwareengine_network sweeper to allow sweeping multiple regions

Details

VMware Engine acceptance tests are sensitive to quota limits and the existing sweeper only sweeps us-central1 automatically and sweeping other regions required manually triggered builds in TeamCity. For example see: GoogleCloudPlatform/magic-modules#10992 (comment)

To sweep multiple regions, sweepers need to be written to iterate over a hardcoded list of regions and sweep them all.
