chromedriver can't start automatically #250

We have to start the chromedriver manually in order to run the UI test (similar issue #246), we have a look on Wallaby and seem their start the chromedriver automatically, should we add that to Hound.

If you want to send a PR adding an option in the config to automatically start chromedriver, I will be happy to merge it.
