Implement a calendar for Chofetz Chaim following the schedule laid out within the book (3 cycles per year).

Zalman Berger provided a spreadsheet with details about the calendar.

In addition to adding this new calendar to the Golang-based hebcal CLI, we might consider splitting the daily learning calendars out of this hebcal-go package and into their own dedicated package (similar to how we did this in JavaScript version of hebcal https://github.com/hebcal/hebcal-learning)

We ended up implementing this in JavaScript (@hebcal/learning@1.1.0) instead of Golang.
