Describe the bug
Found by: JDKnives for everyone#8326
Bug is loading the same mod multiple times, and showing as multiple mods

To Reproduce
Steps to reproduce the behavior:

  1. Start launcher with mods
  2. Click in enable box, but not on the check box
  3. Install and see multiple mods stating as installed

Expected behavior
Only 1 mod should be displayed
