There is increasing interest in better managing clientele with cultural and linguistic diversity (CALD), with one of the data points not currently supported in the AU Base Patient being 'year of arrival to Australia'. See background here.
Both the ABS and AIHW have done work regarding this data point.
Given that there are no suitable FHIR extensions available, it would be useful to create one specifically for this requirement, in the HL7 AU Base IG. This was discussed at the 26 Feb 2020 Patient Admin WG, with approval to proceed. See minutes.

definitions/narrative - resuse content from ABS / AIHW
datatype dateTime, with suggestion to limit to 4 digit year value via an invariant
consider reusing extension for dateTime accuracy indicator to allow capture of estimated year (this should be clarified with the business)
consider child element for country to promote international interoperability
