Ensures that we can publish simple HTML bundles in HoloViews and Panel again, which means we can get rid of the hacky embed_js hack and our output will work out of the box in VSCode and nteract. This PR does not affect backwards compatibility so I'd like to merge this asap and once it has been released for a while we can update both holoviews and panel to use it.
