Update release notes action for new release model

Summary

The new release model #3597 dropped tags on every release + beta in tags for beta releases. Switch to GitHub generated release notes to get them back + consistency with 'normal' releases.

Running into auth issues (401, 403) with the token to call the /repos/home-assistant/android/releases/generate-notes endpoint, which is frustrating because with a personal access token the simple public_repo access is enough. @JBassett any chance you could take a look and see if I'm missing something, or if not generate a token with that scope that can be used?

I need write access for contents but can't change the permissions from a fork (which makes sense!), closing this and pushing this branch to this repo instead to get around it.
