mali-fbdev is a proprietary driver package. Its only availible for older kernels (pre-debian 10) and was never updated. (https://wiki.debian.org/MaliGraphics) | (https://github.com/linux-sunxi/sunxi-mali)

You cannot (currently) use newer kernels with Primafrost(opensource driver), as opencl isnt availible yet for it. MESA is currently developing it, but it will take years to finish.

If using Rockpi4, id recommend Armbian Focal. But basically any distro for it running the legacy 4.4.x kernel will work.

Which version of OrangePi were you trying to use? OrangePi(1) has a Mali400. (UTGARD)

^im a idiot

Orange Pi Win Plus, has a Mali400 based GPU(UTGARD)
RPI 3b has a 'Broadcom VideoCore IV' GPU, https://github.com/doe300/VC4CL should support it (opencl) but i have no idea how it works, i havent built it/tried it. All i have is the RPI2/1(b+), and a OrangePi-4
